Probably both.  The source for inspection, the executable so that the
results can be compared to the results produced by a real compile on the
"claimed source".

IE we once had a famous case of a person with legitimate source code, but
they were using a commercial engine.  Compiling the source and comparing
it to the "engine being used" cleared that up in an instant.  :)
