Not that it answers the question. But if we break down the question into
component parts we get some answers.
 There are a whole lot of competent programmers in Sweden. Thanks to the TeleCom
industries. Two friends of mine are IMO genius level programmers. A third one is
sad to say departed.
 There exist some pretty good game playing programs. So the knowledge is there.
Zebra, the Reversi program is simply amazing. But most programmers get stolen
from the cradle by the industies. And get zero free time. There is a current
excess of coders, so the situation might change. But most choose to work on
utility projects.
 There has also been at least one good chess programs from Sweden. Plymate was
something of a darling. No answers, but there is a definite potential. Hmm?!
India should do OK too by my criterions.
