It might be 100 ELO  below Fritz.  It might be the same ELO as Fritz.  It might
be 100 ELO above Fritz.  There are not enough games for anyone to know.

I agree with this.  However, it would be very difficult to maintain superiority
over a 5 year span.  To do that, it would be just as difficult as writing the
program from scratch.
