No
It is not clear and I believe that most chess players believe that deep blue is
stronger.

No 200,000,000 was wrong and based on a paper of Hsu the real number is only
126,000,000.

There was a big progress in chess software and the difference between the world
champion of 1997(Junior4.6) and Fritz7 is about 300 elo based on chessfun rating
list).

If you consider the possibility of diminishing returns then it is possible to
imagine that Fritz7 is better than deeper blue inspite of the hardware
difference.

I agree about it.
Having a copy of the program is a big advantage and I believe that kasparov
could also beat deeper blue in similiar conditions.
