Technically speaking, I think White can also win with 1.b5 or 1.Kf2 (followed by
b5). E.g.,

1.c5

   [Not 1.e4?? h3 2.Kf2 b5 3.cxb5 Kh1 4.b6 h2 5.Ke3 Kg2 6.b7 h1Q 7.b8Q Qe1+
    8.Kd4 Qd2+ 9.Ke5 Qg5+ 10.Ke6 Qh6+ 11.Kd7 Qg7+ 12.Kc6 Qc3+=]

   [Also winning is 1.b5 b6 2.Kf2 Kh3
      (2...h3 3.e4 Kh1 4.e5 h2 5.c5 +-)
    3.c5 bxc5 4.b6 +-]

1...h3 2.Kf2 Kh1 3.b5 h2 4.e4 b6 5.e5 +-
