According to http://www.ludochess.com/fccc2002/tournoi.php3, Chess Tiger was
slightly outgunned. The timecontrol was 20+5 according to FQ. Maybe the
increment is to blame.

Apparently, the French Jester is a Java chess program:

Not a WinBoard engine and may or may not be older than the American version, so
your criticism isn't wellplaced IMO.
