Probably in order to do the tournament more interesting. It is still surprising that Pharon scored better than Tiger. Pharon is a free program so it is supposed to be more than 100 elo weaker than tiger so if the hardware is 2 times faster then it means that Tiger is still favourite (if the assumption of 70 elo per doubling is correct). The time control is not supposed to be a big advantage for the opponents because I assume that 5 is the operator time and if the real operator time is smaller then I think that operators can use safely 21 or 22 minutes for tiger in the beginning of the game.
