It depends on what you want to implement...

If you mean "singular extensions" as defined by Hsu, then you really need to
read his stuff in
the JICCA that describes them precisely.

If you mean "pseudo-singular extensions" then that can mean most anything you
want it to
and there are cheaper ways to do them (but less accurate)...
