Are you sure you are not off by one move? If, after Bxh6, Sjeng played Bf8, then my CM9000 needs only 21 seconds to (coincidentally?) announce Mate in 13. So, my suspicion (which, of course, could be totally wrong) is that TheKing had already played Bxh6, and was pondering on Bf8, which Sjeng played. That WOULD result in an instant announcement of Mate in 13, with Qg4+.
