Probably the biggest factor is that using Chessbase engines requires the
winboard232 (auto232) adapter and is somewhat unstable for leaving the
(C)omputer online for long periods of time (which is required to get humans to
bite for a match..)  For example, scrappy can be online for an entire week with
only 3-5 games played sometimes...

There was a somewhat inactive HIARCS account that would rank #4 if it played
some games and joined the "best" list again...
