It is diferent 2..,d5 is objectively indeed  equal
But 2..,Nf6 gives black an edge.
it forces White to give up the control of the centre
And for that reason c3 is not good.
Infact this is  easely to see just count on developing moves.
Pointing out that c3 is not a developing move
this same fenomenem is seen in the Saemisch variation of the Kings Indian.
