I suspect that most 'good enough' programs won't if they are configured
properly.

Programs that aren't 'good enough' likely lose on time because the
programmer thought other problems were more important to fix first.

In tournaments things are different because there is a human that
must relay the moves from the engine to the board. The faster the
operator is at this, the better his chances are not to lose on time.

I am pretty bad at it, so I take precautions when playing a tournament
nowadays.
