Yes linux is free. You can download any number of distrobutions.

www.redhat.com (most popular)
www.mandrake.com (probably best for complete linux newbies)
www.suse.com
www.debian.com
www.slackware.com

Or you can go to http://www.linux.org/dist/index.html and search through the
dozens upon dozens of free distrobutions.

You can also create your own linux distrobution with www.linuxfromscratch.com.

Aside from linux you can also get FreeBSD and OpenBSD for free.
