  Maybe it's a dead draw at top GM level, but at 2100-2200 FIDE is allows an
interesting game. I'm played it a million times with white, and I'm very happy
with it.
  The variation with ...d5 gives white the chance to play a d4 isolated pawn
position, rich in piece activity or a pawn majority in the queenside (3 vs 2)
which is rock solid and unconfortable for black to defend the endgame.
  As for the ...Nf6 variation, in my experience, it gives a more tactical
midgame, also very interesting.
  But then again, this is at low level. Maybe GM's don't ever play c3 because
it's a dead draw...
