Bd2 is bad. But black is already in a bad way because of that pin on the
Bishop.
The question becomes, how does black untangle and make any progress? The rook
is
tied to the B, so long as white doesn't move to a square that can be safely
checked by the B
or by the rook along the file breaking the pin. Meanwhile, when black advances,
the white
knight is free to ramble around the black pawns and they can't move indefinitely
with the king
trying to help the rook/bishop untangle...
However, trading rooks is not a great plan in any circumstance...
