No

I need it

Without windows.h I get a lot of warning and cannot support the winboard
commands.

For example, if you only include windows.h

After including winbase.h
I get 102 errors(all of them in winbase.h that I did not write):

Compiling...
main.c
c:\program files\microsoft visual studio\vc98\include\winbase.h(216) : error
C2061: syntax error : identifier 'DWORD'
c:\program files\microsoft visual studio\vc98\include\winbase.h(217) : error
C2061: syntax error : identifier 'InternalHigh'
c:\program files\microsoft visual studio\vc98\include\winbase.h(217) : error
C2059: syntax error : ';'
