Yes and no.  It's just a pile of data.  It could be used as an opening book, but
it would be unlikely that such an approach would be successful.  I do know of at
least one person who has MINIMAXED the existing data and built a successful
opening book from that.

It can also be used as a commentary tool for analyzing positions.  IOW:
GM Fooble says that the best move from here is Rxb1
The CAP score for this position is +500 for Qb4 and the CAP score for the
position resulting from Rxb1 is +375

That sort of thing.  What you use the data for is up to you.
