Is it a winboard tournament or computer chess tournament?
Leo already runs a winboard tournament where only winboard compatible engine can
play, why bother to run yet another tournament?

If your opinion is taken seriously than none of the chessbase engine and any
commercial or private engine which are not winboard (or perhaps UCI) compatible
(and trust me there are alot of them), won't be able to play.

Bad rule.
