What is "sufficient information"? Is it sufficient if the program says, "I am
automatic"? I think any game related info should not be required, such as a PV
or score. How about the move played and time for that move? The time element
would prove automatic play.

I think whatever proposals anyone proposes should come with the motivation for
such a proposal. For example, you say automatic play and kibitzing should be
requirements. What is the reason? More efficient play? Curb cheating? Both?

I'd also like to know what kind of tournament this is supposed to be. Is it for
fun and enjoyment? Or to determine who is the best? Personally I think it
*should* be to promote computer chess and for everyone to enjoy. With that in
mind, I think you're going a little overboard with all of these requirements.

Suppose someone hears about this and thinks it's interesting, and has no chess
program as of now. They spend months working on it, and they spend time working
on a nice GUI and everything. Then they realize it has to be "automatic".What's
automatic? They have no idea. Winboard? What's that? Oh by the way you can't
play because you haven't had your engine playing on a chess server for at least
6 weeks prior to the tournament. Get real.

If this was some kind of world championship or something, fine, make
requirements out the wazoo. I thought the point was to have fun and try to get
more people interested in computer chess. Every requirement you add makes it
that much harder for someone new to participate, and keeps the same people
participating over and over. Boring...
