I don't know if it's of any help, but http://robofics.sourceforge.net
contains the source to RoboFICS, a program that connects a WinBoard
engine to an internet chess server (i think it only works with FICS,
but it should be easy to get it working on ICC too).

Also, on ICC, you can do help style12 and browse around a bit in
their help for more specifics on how to handle ICC interaction.
