I don't think so, since the compilers under Windows (M$VC) seem to be a bit better than under Linux (gcc). On the other hand, a speed difference of 10% may be much for speed junkies (that is, the typical CCC reader - pun intended :)), but is negligible for the normal user, since it translates to something like 5 ELO.
