Subject: How Much Difference Does the OS Make?

This question is LIMITED to trying to understand the technical impacts of the
choice of operating system on the strength and overall performance of chess
engines.

I understand that no chess programmer would create his/her own operating system
simply because it would take too much time.  Rewards not worth the cost.

But, from a purely theoretical viewpoint, I am curious as to how much currently
available operating systems [including DOS] slow down or weaken the chess
engines.

[A few chess engines are still running under DOS.  Not clear why.  Could it be
that DOS provides some slight advantage in terms of engine performance?]

Suppose someone were to offer a GURU chess programmer $1,000,000 to produce an
operating system dedicated to supporting a specific chess engine.  Suppose the
programmer did that and collected his money.

Would the engine perform significantly better using that dedicated operating
system?  [As compared to using a commercially available OS]
