Yes winboard has "tellics" command where you can send any message directly to
the internet server, ie. printf("tellics kibitz ...... \n");
or you can use "tellall", I think it's the same.

I don't see why, it might be nice to support setboard if the game is
disconnected, then the engine can resume.
