first of all i like to mention i support both rule modifications,
but mainly the first; i may have missed some of its earlier discussions about
this subject, but i *did* participate with my famous 1800Elo engine Djengis in
CCT4, and this is what i remember
There seem to be *two* different reasons to request kibitz by the programs:

1) its annoying when the program is not automated and someone
request a restart because of erroneous move input; this delayed
the time table in CCT4, but had no effect on the rating results

2) maybe some people could be paranoid about some amateur using Fritz or so
instead of a selfmade engine, but this didn't happen sofar in CCT tourns
as far as i know; but at least requiring the engine to kibitz will
reduce the theoretical danger of such a 'frauduleous' case of happening.

PS no thx wont participate this time, as i need a lot of time
to improve my programming (my plans are to switch to
pascal/delphi for an engine, it probably will save
me some time in the future, although then i probably
never will learn C++; but on the other hand, why
shouldnt object pascal not as good as C++ ?
