Some personalities have such a high contempt for draw that they will not accept a draw offer even if they are down a piece. You should check the personality that you were playing to see if that explains the behavior in this case. How do you end this game? Simple! Continue playing until the 50-move rule. It is perfectly legal for an opponent to refuse a draw, so you must continue playing if you want the game to end. I have no idea about the rating bug that you are describing however. jm
