I do not know but the ruffian book seems to be very good for Ruffian at 120/40
time control.
Ruffian as one of the newcomers is ranked above Tiger15 and chessmaster9000

If you want a serious answer then the only way to find out is to do a tournament
between books.

You can do it by playing with different combination of program+book when you
care to give every book the same programs and every combination of book and
program plays the same number of games.
