It is a great debugging feature.
I have never seen any performance impact.
However, the file can become quite large, so
I often put it on a separate drive from EGTB files
and Tinker's own log file.
I also use a .bat file to rename the winboard.debug file
to some sequential nnnn to save them when automatically restarting.
