Suppose that A beats B 21-19
A beats C 21-19
B beats C 40-0

Who is going to be number 1.

B is going to be number 1 inspite of the fact that A is better than B and C.

Something similiar but less extreme happened to Tiger15.

It failed to get results that are good enough against programs like tiger12 on
slower hardware.

I remember that Junior6 beated Tiger12 12 times with the same opening.
Tiger15 failed to do the same job against Tiger12.
