They are not identical. Maybe Shredder.ctg tree has all moves of Shredder.bkt in
it, but not vice versa.

Look at 1.f3:

Shredder.bkt book gives:

1.f3 d5 2.d4 c5 3.e3 Nc6 4.Ne2 e5 5.g3 exd4 6.exd4 Qf6 7.Bg2 cxd4 8.c3 Bc5 9.b4
Bb6 10.Bb2 10. Bd7 11.Na3 dxc3 12.Bxc3 d4 13.Bd2 Sge7 14.Bf4 d3 15.Bxd3 0-0
(Is this line a sort of copy protection?)

Shredder.ctg:

1.f3 d5 2.d4 c5(N=0) [2...e6(N=1) 3.c3 c5 4.Qc2 Bd7] 3.e3 Nc6 4.Ne2 e5 5.g3 exd4

maybe Shredder.bkt is the tournament book and Shredder.ctg a modified broader
book. I wonder if they merged selected master games this time :-)

I found this at Chessbase.com:
The original Hiarcs 8 tournament book by Eric Hallsworth. The broader book on
the Hiarcs 8 CD was obtained by merging unselected master games with the
tournament book and thus allows the program to play inferior lines. While this
CD book is fine for training and fun, you should always install the pure
tournament book where playing strength is the aim.
Follow the instructions in the readme file. Easy to install
