Subject: 5th Edition Rulebook by United States Chess Federation coming 2003

The 5th Edition Rulebook USCF should come out in the year 2003.  The 4th edition
is getting relatively old.  I think it came out in the year 1993 or 1994.

For example, we have the grandmaster chess software, internet, digital chess
clocks, endgame tablebase, and a new rating system.  Did I forget anything else?

I want this rulebook to be the finest.
