I wanted only to say that it is not trivial to define a rule for every pawn
structure if it can happen.

bishops are a factor that should be taken and I can imagine that there are more
factoys that I did not think about.

The following pawn structure is impossible because the black bishops were not
taken by pawns and the number of the other black pieces is only 9 when the white
pawns need 10 captures to reach this structure.

[D]k7/1p1pp1p1/P7/P7/P7/P7/P7/K7 w - - 0 1

The following pawn structure is also impossible

[D]4k3/p2ppppp/p7/p7/8/8/PPPPPPPP/4K3 w - - 0 1

If you move the pawn from a2 to a3 the pawn structure is suddenly possible and I
could get the following position in 15 moves

[D]r1bqkb1r/p2ppppp/p1n5/p7/8/P7/1PPPPPPP/4KB1R w Kkq - 0 15

You can try it as an exercise before you continue to read the game that is many
lines in the end of this post.

It is possible to try to get an estimate for the number of possible pawn
structures if somebody writes a program that generates a random pseudo legal
structure and calculates the number of pseudo legal structure for every number
of pawns for both sides.

I do not know of a simple way to decide if a pawn structure is possible so
writing a program for that task with no mistakes is not an easy task.
