  At one time (possibly still) freechess.org and others were using the
  original glicko system. This system is very deflationary. Also, the USCF
  system was zero sum thus deflationary (as new people improved the others
  give up points).

  Glickman has stated that his first system is deflationary as it does not
  account for "practice makes perfect" instead it thought "practice makes
  consistant".

  The USCF system has been modified by Glickman to make it non-deflationary.
  Also, Glickman has a new system that compensates for improvement.

  So, your rating should go down over time on servers that use the original
  glicko system (assuming your skill level remains flat) and should go up on
  the USCF system until your skill level is more accurately reflected.
