Why not use an old-fashioned Makefile? You should even be able to use the same
Makefile for DOS/Win/Linux/other Unices. For example, DJGPP has a Gnu make port,
which works well, in my experience.

For debugging, gdb-mode of Emacs works nice for me, as well as gdb alone on the
command-line.
