I don't think so.  There are more than 3 programs stronger than Ruffian.  Namely
Frit 8, Fritz 7, Deep Fritz, Shredder 7, Shredder Paderborn, Chess Tiger 15,
Chess Tiger 14 and probably the new Junior when released.  That should put it
near 9th or 10th place.  Still very good for a freebe!
