I suspect that if you wanted to write an engine for their GUI they would be overjoyed, but if you wanted to write a new GUI they would be annoyed. But even if Chessbase agreed to let you write a new GUI... what's the point? They've been working on their GUI for years, ever since Fritz 4, and I doubt you could create a GUI that's as good as theirs.
