It simple means, if the exact same position arises 3 times over the course of
the game, and you have the move to accomplish this or by mistake, but your
opponant sees it, can claim the draw or vice versa.

By the official rules, it's a draw.

Draws... Insufficent Material to Mate
         Perpetual Check
         Stalemate
         50 Move Rule, (no piece capture or pawn move).
         Repetition x 3
         Mutual Agreement
