nobody knows for sure -- you have your cast of usual suspects:

Chess Tiger
Chessmaster
Fritz
Gandalf
HIARCS
Junior
Ruffian
Shredder

and addition what time controls - blitz, action, tournament, or longer.

I am fairly confident that the the program that is best at blitz would not be
best at tournament and vica-versa.

I am also confident that you would get different results on different types of
computers - Xeon vs AMD, high powered 2.4Ghz + vs low powered Pentium 300 Mhz.
etc.

Personally, I would rank the above in this order at long time controls on my
machine:

Chess Tiger 15
Fritz 8
Junior 7

Gandalf
Ruffian
HIARCS
Chessmaster
Shredder

but then that's me.  IMO the first 3 in my list are real close to each other.
The next 5 in my list are also real close to each other and just  a smidgen
behind the top 3.

So there you go, my top 8.
