No The rook at h1 moved from a1 The black pawn at g5 captured something and it has to be a rook. It cannot be the rook a1 because in that case white needs to capture something by a pawn to let the rook at a1 move to g5 and it is impossible because the only candidate are bishop at f8 and rooks when the bishop at f8 could not move and needed to be captured by a knight and the rooks black cannot be captured by a pawn before hxg5.
