I'm just pointing out YAW (yet another weakness) in the standard that isn't
a standard.

Seems stupid to write a standard but leave things "open" when they could be
clearly defined.  What would be the harm in saying bitfields start at the LSB
and go up?  Chars are signed by default?  Etc...

Not much of a "standard" when major points are "left to the implementation".
