  Quote from xboard documentation about "tellall" command:

 When the engine is playing against a user on the local machine, xboard pops up
an information dialog containing the message. When the engine is playing against
an opponent on the ICS (Zippy mode), xboard sends "kibitz MESSAGE\n" to the ICS.

  So replacing "tellall" with "kibitz" (and "tellothers" with "whisper") will
give you exactly what you want - equivalent behaviour on chess server and no
popup in local games.
