The difference is that with the second command the engine author have to check
up with all compatible ics's that they use kibitz, whispers and say. If you use
the preset commands: tellall, tellother and tellopponent, Tim Mann has done
these checking for us all.
With combinating flags for ics and computer:
if (ics)
{
if (computer)
tellall ....
else
tellother ...
}else
{
if (!computer && GameDrawnOnNextMove)
telluser 1/2-1/2 {Draw by repetition, intended: Nf3}
}
