Virtual PC has fewer bugs. VMware has some nicer features such as com port
redirection, but Virtual PC has console redirection. I have not tried the latest
VMware, but when I evaluated them, VMware did not have that.

Bochs might get DOS up and running. It is really only half-implemented, and it
too is quite buggy. It also has the annoying Unix learning curve.

I'm not sure why any of this matter. Windows NT supports DOS emulation with DPMI
and other goodies.
