Okay I got it backwards.

Of course White does not play [after 3..a1=B] 4.Bc3+, but rather 4.Kf3. His King
moves to a square in the path of Blacks only pawn. One he cannot be compelled to
move off from.

*Now* what I should have said, "It isn't stalemate, but how *Black* can win with
just a Bishop and Pawn against Bishop is a problem. Yes?"

It's a draw whether Black underpromotes or not.
