That can work unless you have extra rounds. IE with 64 participants, 6 rounds is all you need. We are doing 9. So as you "rise to the top" you will _still_ have to beat all the programs at the top in order to win. If we were doing just 6 rounds, that "swiss gambit" idea has some merit.
