The 2400 -2550 Estimate you quote are USCF ratings ;as a general rule you need to add 180 points to SSDF ratings to get the USCF rating.Yes ;RISC chips are much better than non RISC although not from 450 MHZ to 10 GHZ.The Sapphire 2 (and hence the Novag Diamond)have an SSDF rating of 2012 =2192 USCF so a rating of 2400 USCF =2220 SSDF would not be unreasonable for the improved Star Diamond. The programmer is David Kittinger from Alabama who has worked with Novag for a long time.
