That would be pretty lame of whoever is operating Junior IMO. In that case they should see that there is no progress for many moves, that pieces are just being shuffled back and forth, and they should offer a draw, or accept the draw when Kasparov offers. There is no need for such a rule. It only allows Kasparov to think, "I am in a really bad position here...maybe if I trade off two more pieces for each side Junior will hit a 6-man ending and find some long forced draw..."
