My impression had been different, however I actually see the reason as being
quite different. Shay Bushinsky, one of Junior's authors, was also one of the
key programmers of the KasparovChess site and the client software. I rather
guess that means he has had considerable contact with the man, and would be able
to better negotiate his program to be the opponent. Naturally, Deep junior
having done well in past human events, and being the current WCC aren't
irrelevant, but having the right contacts is hardly to be spat upon.
