The bigger problem with a Celeron chip is it's small (or non-existent) backside cache. This is high-speed memory designed to keep frequently accessed data "close" to the CPU so that time is saved in memory fetches. This will be the cause of the biggest performance hit on a Celeron versus the normal Pentium II/III or whatever.
