For any of the ChessBase programs (for example Fritz, Junior, Hiarcs, etc.) all
you have to do is hit the "S" key for set up position and away you go.  Other
programs (Chessmaster, Rebel, and any winboard engine running under
winboard)have a similar feature to set up any position you want.  In fact, this
feature is so ubiquitous that it doesn't matter what you buy.  Don't worry about
it.
