I think that the Chessbase header is perfectly ok from an interpretation point
of view. the main differrence from strings in general is that the ']' tells us
that the tag is ended so the last " before ']' is the outer one.
Without really studying the PGN standard in this special case I would myself
prefer that one. It's the simplest one and can't be misunderstood.
When it comes to using the ']'-char within the tag it might be more troubblesome
however.
